Default Registering a birth

Happy Christmas Everyone!

Quick question.
When registering a birth circa 1920, did the child's father have to be present? Did you have to produce a marriage certificate to prove marriage to the father?

Sorry that's 2 questions.

In theory, the father would have to be present if he wanted his name to be on the certificate and he was not married to the mother, but the mother could have pretended she was married and put down the name of her supposed husband as the father. She wouldn't have had to show a marriage certificate.
