Default Opening DBF files

I've just received a CD from Bucks FHS and can't open the files which are DBF - I've googled but don't really understand the answers I'm looking at

Can someone tell me if and where there's something free I can download to view the files please

Have you got Microsoft Excel, Asa? It looks as though that would open a DBF file.
