It's fent merchant, fents being what are nowadays called remnants.

What a shame we've lost that word. I like the sound of fents. Remnants sounds tattier somehow.

I've found a couple of news reports from the early 1900's quoting P J Goulson as a fent merchant, seems a hawker stole 40 yards of cloth from his shop and was given two months imprisonment with hard labour.
