I know very little about this man.
He was named as the father on Mary Ann Hartnoll (http://www.genealogistsforum.co.uk/forum/showthread.php?t=6979&highlight=Mary+hartnoll)'s christening on 14th April 1800 in Braunton, Devon, England. (IGI batch C050411). The mother was Ann (http://www.genealogistsforum.co.uk/forum/showthread.php?t=11250&highlight=Mary+hartnoll) (maiden name possibly Perryman).
Another look for him gave me this:
A will was left by Charles Hartnoll of Braunton but destroyed by fire in 1942.
It may be him, which would imply death in 1813

There is a Charles Hartnoll on the 1841 census aged 75, and a corresponding baptism (1764) - also a possible candidate - father Charles, mother Mary. So the will could be Charles Senior's.
