I already knew about the Cornwall OPC website but hadn't visited for a while.
They've got a resources page here

which has lists of Cornish emmigrants to Australia and New Zealand and I think I've found my gt x 2 uncle James Broad at last! No wonder I couldn't find a death for him or find him on the census after 1871!
