I'm struggling to find Thomas in 1881.

I'm wondering if this is him in the Royal Navy aboard HMS Comus

Here he is in 1891

There's a Thomas Harvey on DocumentsOnline at the TNA in the Register of Seamen's Services.

It says born Longton Staffordshire and the date is 5th August 1858. I think that date is the date of birth but I could be wrong

No, I don't think that's my man.

My (it's my cousin's tree really) Thomas was born in Longdon which is near to Rugeley, Staffs (Jun qtr Lichfield 1857 6b 341)

That Thomas in the navy is Longton which is Stoke on Trent.

That's what's hampering my research the transcriptions always confuse the two.

I suppose this could be him, it just says Staffordshire.

Think I'll give up on 1881 :(
