Registration query

I've never seen this before in all my years of looking at registrations. It's quite recent so the information is made up :

Births
On the same page -
Brown, Jane, Brown 26 234
Brown, Jane Brown I 1234

Two years later, sister, both entries on the same page -

Brown Mary Brown 26 123
Brown Mary Brown I 2345

What is the significance of the entry with the reference beginning with I? The explanation suggests it's a late entry but I really doubt that in this particular case and certainly not twice!I

Is the I instead of a volume number, or is it part of the page number? I think we may have a thread about this kind of entry somewhere but may take a while to find.

Yes, the I is part of the registration number. I've looked at the GRO site too, the entries are duplicate but instead of the I, it just says page 0, so the I must belong to the local registry office.
