Would the term "brother in law" have had any meaning other than "husband of my sister" in first half of 18th century?

I have too many brothers in law that don't appear to fit in the family in this particular 1746 will and no mention of sisters, alive or otherwide.

"In-law" was sometimes used to mean "step", so it could be a step-brother or half-brother.

I’ve also seen it used for ‘brother of my wife’.

Could also mean husband of wife's sister.
