Seeking information concerning the possible incarcaration of David LEE (b. February 1881, Harlan, Kentucky; d. unknown), husband to Sylvania NAPIER (b. 25 October 1885, Harlan, Kentucky; d. 24 October, 1944, Marion, Smyth, Virginia). Searches of US Federal Censuses 1900-1930 reveal the married couple living together (with children, listed in birth order: Lovie, William, Sarah, Myrtle, John, George, Gladis, Franklin, Edeth, Edgar, Theodore, and Allen - compiled from all Censuses). In the 1900 Census, the couple is still living in Harlan, Kentucky, but by 1910 is established in Wise, Virginia, where everything looks typical through the 1930 Census. However, in the 1940 Census, David was living in Tennessee (after living in Harlan again) as a "lodger" without an occupation listed, along with a list of 17 other men with no occupation listed, and a Clarince NARMON and a Warden NARMON as "Jailer" and "Asst Jailer" respectively.

Don't know whether you've noticed, but it says "Institution: Claiborne Co. Jail, lines 7-27" at the top of that 1940 census page.
