43 is vacant, and so visible. But ALL the other entries above it on the page are closed. I cannot believe that they are all still alive today.

I have solved the mystery!

Foreign aliens - who may, of course, have been living in this country for decades, would already be registered with the local police, who kept tabs on their ages, addresses and occupations. There was no need for them also to appear on the 1939 register, but of course their children were another matter!
