There is a marriage in ancestry for an Annette O'Conor to a Frank Randolph and I can see it here

- they married in 1909 in New Jersey.
I am trying to prove whether or not she is the same person whose death is registered in 1937 in Lewisham as Annette O'Conor, and who is in the electoral rolls in 1933 and 1935 under that name in Lewisham at the home of her daughter Ethane Rudling. She would have been Annette Dean Smith at birth, whose birth registration was in 1849. In census her name is transcribed as Annette, Annetta, Annie. Her husband Charles Patric O'Conor died in 1901, before the census.
There is a photo in ancestry "Annette O'Conor nee Smith with her second husband Franklin FitzRandolph", and another photo of a church "https://www.ancestry.co.uk/mediaui-viewer/tree/115108647/person/250138903962/media/6bc2cbf8-6f1e-48d1-a1fc-d9c077979eee "St.Luke's Episcopal Church
The message on the back reads : This is the church I was married in on Oct 20 1909, Wednesday, at 8 o/c pm.To Franklin Burt FitzRandolph. He only uses Randolph for shortness."
Ancestry suggests she was in the US 1920 census using the name of Annetta Randolph, age 59, mother-in-law of Lucien Ebert. It can be seen in https://www.familysearch.org/ark:/61903/3:1:33SQ-GR6R-NS8?i=3&cc=1488411
It seems in 1910 she was age 52, with Franklin B Randolph https://www.familysearch.org/ark:/61903/1:1:MKBH-TWL
There is an Annette O'Conor, born 1854, occupation matron, married, that travelled from Liverpool to New York in 1906.
There is also an Annetta O'Connor, born 1869, went to New York in 1908.
I cannot find a death registration for Franklin Randolph.
