..... exactly what this newspaper report from 1841 means?

Headed 'Court For Relief Of Insolvent Debtors - On their own petitions' it goes

on 'Orders have been made, vesting in the provisional assignee, the estate

and effects of the following persons.'

Does this mean the estate etc was handed over to the plaintiff?

It finishes by giving name & 'In the Debtors' Prison for London & Middlesex.'

The provisional assignee was a court official:

https://books.google.it/books?id=5zkSAAAAYAAJ&pg=PA56&lpg=PA56&dq="provisional+assignee"&source=bl&ots=SCCesG0Wvt&sig=Aba4HpxrjMLAIOw4BqwJ2skk2sU&hl=en&sa=X&ved=0ahUKEwiolqGNrZ_KAhWBzxQKHT6-CF0Q6AEILDAG#v=onepage&q=%22provisional%20assignee%22&f=false

Presumably on the lines of a trustee in bankruptcy, who realised the insolvent person's assets and distributed them between the creditors.
