Does anyone know the qualifying date for the 1939 ER?

I have my grandfather's details from the 1939 ER and now have his 1939 Registration details but they are two different addresses.

No, Tom, that's the date of the 1939 Register.

Looking at the beginning of one of the 1939 electoral register books on ancestry, it says "In force 15th November 1939 until 15th October next following the expiry of the Local Elections and Register of Electors (Temporary Provisions) Act 1939". Wikipedia says that the Act was given Royal Assent on the 31st October 1939:

Wikipedia says that "Section 2 provided that the registers of electors and jurors books in force in 1938 should remain valid".

Looking at one of the 1938 books, it says "In force 15th October 1938 to 14th October 1939."

So it looks as though the qualifying date for the 1939 electoral register was some time in 1938.

I have ER details for 1937 & 1938 which are again different & different to the 2 in 1939!
