Ancestry shows a Robert Stevenson on the 1901 Scotland census age 60 born Galston, Ayrshire, occupation miner, a boarder at Napier Lodging House, Govan, Lanarkshire.

I hadn't found him in 1891, so had killed him off too early.

Googled Napier House - it was a lodging house for seamen whose ships were berthed on the Clyde or under repair in Govan dry docks. It was built between 1897 and 1899 to provide 'model' high-quality lodgings.

But...he was a miner not a seaman. I did notice some of the other people listed on the same entry were recorded as being in the Poor House.
