Help with link

Cannot get this link to open

whatever I do the links on this page will not open am I doing something wrong ?

Those two both opened for me in Word.

They are both .doc filetypes, so I guess if you don't have Microsoft Word or something else that reads .doc files, there will be nothing to open them with.
