There is a Frances Jenkins baptism at Westbury-on-Trym 23 Feb 1817, parents William and Ann. Abode Westbury, occupation Labourer. (On a CD that I have) Also Charles 20 Jun 1819, George 19 Jul 1829, Harriet 12 Feb 1832, John 25 Jan 1824, Louisa 15 Oct 1826, Sarah 15 Sep 1821, William 20 Aug 1815.

Also there is a marriage at Westbury on Trym 29 Aug 1814 between William Jenkins, bachelor OTP, and Ann Davis, spinster OTP.

Isn't it more likely this is the 1841 family:
