FreeREG has a marriage 1 Dec 1788 at Gimingham, Joseph Cole (bachelor) and Elizabeth Worts (spinster), both of the parish, by banns, witnesses John Everard and Ann Amis. I wonder whether Worts could be a variant of Waters? Gimingham is a few villages along the coast from Happisburgh.
